Responsibilities include but are not limited to the following:
Serves as the bank’s resource and expert on compliance, BSA and banking related regulations, laws, and risks; advises and provides strategic direction to the management team on compliance requirements.
Interprets and analyzes laws, rulings, and regulations; reviews regulatory requirements to determine applicability and impact on the bank’s operations and business lines; identifies and addresses potential areas of compliance vulnerability and risk; appropriately communicates regulatory changes affecting the bank.
Manages and monitors the performance of the Compliance and BSA Programs and reports activities on a continuing basis and ensures compliance, takes appropriate steps to improve its effectiveness, mitigates regulatory risk and protects the bank’s interest and reputation.
Develops, implements, revises, monitors, and enforces effective bank compliance related policies, procedures, processes, guidelines, practices, and strategies for the general operation of the bank’s Compliance Program and its related activities to prevent fraud, illegal, unethical, or improper conduct and to help reduce risks and minimize losses; ensures that all appropriate compliance topics are covered accurately in all business lines’ policy and procedure manuals.
Reviews and acts as the compliance lead on the development of all new, enhanced and existing banking solutions, products, services, advertisements, programs, projects, and launches to ensure compliance, identify and resolve any compliance relates issues and/or new compliance requirements.
Develops and implements the annual compliance work plan that reflects the organization’s unique characteristics; reviews and revises the compliance plan in light of changes.
Develops and implements comprehensive strategic business and action plans, expectations, short and long term goals and objectives for the Compliance Division to help drive consistent compliance across business lines.
Prepares and presents clear, accurate and concise reports, communications, presentations, documents, and other information to management, Audit and Compliance Committee and Board.
Conducts internal compliance reviews, investigations, assessments, audits, quality control and other reviews and follow-ups, monitors activities and acts on matters related to compliance, pursues corrective actions and resolutions, and notifies authorities as applicable.
Serves as the liaison and interacts with all regulators and auditors on compliance and other matters; coordinates efforts related to audits, reviews, and examinations; gathers and reviews requested information; monitors, tracks, communicates and reports on external reviews, audit processes, results and response status; ensures correction of any violations and/or operational deficiencies found; prepares timely responses to audits and examinations; responds timely and appropriately to all requests from external auditors, examiners and other regulatory agencies, alleged violations and to complaints received from business lines, customers and government regulatory agencies.
Serves as the BSA Officer for the Bank.
Defines the level of knowledge on existing and emerging regulatory compliance requirements across the organization; provides guidance, advice, and develops, manages and implements effective and ongoing compliance training and educational programs for all employees and directors to increase awareness and knowledge of compliance policies and enhance business understanding of related laws and regulatory requirements; coordinates and ensures that all initial and annual compliance training is completed timely and maintains records of completion.
Reviews compliance and other related reports, documents, and activities to ensure accuracy; monitors compliance reporting to ensure timely completion and filing with all required reporting agencies and management.
Analyzes loss trends and recommends modifications to loss reduction strategy based on changing fraud patterns.
Manages the day-to-day operations of the Compliance Program and other daily activities for identifying suspicious activity in violation of the Bank Secrecy Act (BSA), USA Patriot Act, Anti-Money Laundering (AML), and other regulations. Ensures that all compliance and BSA/AML related alerts are properly reviewed and processed timely and properly.
Ensures consistent successful results and ratings from all Compliance, BSA/AML and other related audits, reviews, exams and assessments.
Oversees and ensures effective administration and timely application process for the Community Development Financial Institutions Fund (CDFI) and other bank award programs.
Ensures an effective fraud prevention program that eliminates and minimizes losses across business lines.
Prepares accurate reports, effective communication, presentations, board and other informational packages.
Reviews and monitors compliance related databases, reporting, monitoring and other systems to ensure that they are updated and accurately maintained.
Manages and ensures accurate and timely CTR and SAR related reporting.
Designs and implements metrics and monitoring processes for ongoing compliance risk management; reviews and improves overall efficiency, processes, and systems in the Compliance Division to ensure effective operations.
Demonstrates and maintains sound, update-to-date, and comprehensive working knowledge and understanding of all aspects banking and compliance regulations, laws, industry trends, developments, bank policies, procedures, guidelines, rules, processes, practices and expectations related to areas of responsibilities and banking solutions, products, and services offered by the Bank, its subsidiaries, strategic alliances, third-party service vendors and competitors.
Facilitates effective and efficient meetings and training sessions.
Ensures the implementation and administrations of effective compliance programs (which includes BSA/AML and other programs) that complies with all regulations and laws; monitors and reports on results of programs.+
Develops, implements, monitors, and manages the annual budget for the Compliance Division.
Develops policies, processes, procedures, and programs that encourages managers and employees to report suspected fraud and other improprieties, without fear of retaliation.
Ensures compliance with all compliance and banking related regulations and laws (not limited to BSA, AML, GLBA, USA Patriot Act, OFAC, UDAAP, HMDA, Fair Lending, Fraud, FinCen 314, Red Flag, etc.).
Ensures that all required compliance documentation, reports, communication, and information are recorded accurately, properly saved and maintained on appropriate bank systems with easy access.
Ensures effective and efficient policies, processes and procedures are implemented and updated to perform sound customer risk identification, mitigation, and maintenance for the Bank’s BSA/AML Risk, Fraud Prevention, and other Compliance Programs.
Collaborates and cultivates effective relationships with all business lines to obtain and maintain insight of needs and opportunities to mitigate potential compliance risks; ensures that expectations are met and/or exceeded.
Assists business lines with compliance due diligence and follow up on activity on identified risk functions and areas to ensure adequate assignment with compliance regulations and laws.
Supervises the bank’s record retention and disposal programs.
Assesses, identifies, develops, and implements internal controls and safeguards to minimize and eliminate bank compliance risks, fraud, losses and exposure.
Develops, revises, updates, manages, and monitors the Bank’s Business Continuity and Disaster Recovery policies, plans, processes, procedures, risk assessments and administration.
Develops, revises, updates, manages and monitors the Bank’s Vendor Management policy, plan, processes, procedures, risk assessments and administration.
Assists with the internal audit and risk management functions.
Ensures that the Compliance team delivers exceptional customer service consistently to all business lines and maintains productive and effective working relationships with all internal and external customers, service providers and vendors, as well as, adheres to response turn around standards.
Exceeds all established performance and position’s goals, objectives, and expectations.

Manages other assigned functions and performs other duties and responsibilities as assigned.
QUALIFICATIONS, SKILLS, ABILITIES:
Minimum 10 years of proven comprehensive and progressive compliance, bank regulatory, management, leadership and BSA/AML experience in a banking environment
Extensive technical working knowledge and solid understanding of general banking, compliance, BSA, AML, fraud prevention, banking regulations, laws, policies, guidelines, practices, industry, and related procedures
Bachelor’s degree in finance, accounting, economics, law, business administration, management or related field
Certified Regulatory Compliance Manager (CRCM), Certified Regulatory and Compliance Professional (CRCP), Certified Bank Compliance Officer (CBCO), or other relevant certification
Expert level written and verbal communication and diplomacy skills with the ability to communicate clearly, concisely, persuasively, informatively, tactfully and effectively work across all levels of the organization
Demonstrated ability to use accurate and great judgment, discretion, and reasoning, as well as, make sound business decisions, comprehend and follow directions and instructions
Highly resourceful team player with excellent presentation, interpersonal, relationship building, leadership, organizational, and in-depth supervisory skills are essential
Possess the ability to readily analyze and interpret government regulations, assess and articulate complex problems and solutions; strong analytical, technical, problem resolution, project management, strategic and critical/logical thinking, research and negotiation skills
Digital and technology-savvy and proficient in using advanced Microsoft Office (Excel, Word, PowerPoint, etc.) and Google Suite, with the ability to implement innovative solutions; strong knowledge and understanding of compliance and fraud prevention related management, monitoring and reporting systems and the FIS Horizon core banking system
Must be a self-starter who is self-motivated and directed with the ability to resolve compliance problems, produce accurate and organized work with minimum supervision, handle multiple tasks; goal oriented with the ability to produce quality results, meet all established goals, objectives, deadlines, and expectations; ability to comply with all bank policies, procedures, regulations, and laws
